Dear Mayor Torrey and Members of the Council:

Oregon Transportation Commission Chair Steve Corey requested that I
contact you regarding the steps needed to move forward with the West
Eugene Parkway (WEP) project. This is follow up to the Eugene citizenıs
recent vote reaffirming the Cityıs commitment to construct the WEP.
Below is a list of critical actions the Eugene City Council needs to take
in order for this project to move forward. We hope these actions can be
implemented as quickly as possible.

First, we need a clear commitment from the Eugene City Council that the
City of Eugene will take the necessary actions to move the WEP forward.
This could take the form of a resolution from the Eugene City Council.
Second, the West Eugene Wetlands Plan needs to be amended to designate
the Modified Project alignment as a transportation corridor. Third,
amendments to the Eugene-Springfield Metro Plan are necessary to provide
an exception to Statewide Planning Goals 3, 4, 11 and 14. Fourth, the
recently adopted TransPlan must be amended to include the entire WEP
project in the ODOT project list of financially constrained 20-year
capital projects. These three important actions will meet the FHWA
requirement to complete the NEPA process so that we can move to a
construction phase.

We look forward to working with the city to construct this phase of the
project. Working together with the City, and our other jurisdictional
partners, we will deliver the WEP project to serve the growing
transportation needs of the community and the region.
