i find it difficult to believe that the forest service is solely there for the betterment(i.e.-safety,management) of the forest and its visitors. in so many forest lands throughout the nation, i've seen the "improvements" to natural sites intruding further. aren't trails supposed to be just that? not boardwalks, ramps to sites, clearings for viewpoints,nor 'improved pathways'. building such man-made pathways only further guarantees the forest service charging for such improvements on public lands which are constitutionally FREE.
all this, and not to speak of meeting ,and exceeding quotas for 'maintenance' and salaries of forest federals.
