SUSTAINABLE COMMUNITY OF SURBURBAN DEVELOPMENT by the Seacon Park Neighborhood Organization


HISTORY: On Feb.11,2002, a 9 1/2 acre privately owned parcel with adjacent open waterway-home to Western Pond Turtle-was clear cut of trees and vegetation without permits in preparation for development. How did it happen? Inside the urban growth boundary, but not yet annexed by city, neither city or county wanted to take jurisdictional responsibility. The city finally said they would enforce the Lane code after the land was denuded. This land is in the flood plain. In 1996, a 50 year flood had 5 feet of standing water at the end of Wendover St. Some residents were packed and ready to evacuate. Developers will need to drastically infill to raise homes above the flood mark. Infill will displace water, new homes, streets and driveways will increase runoff and degeneration of the entire area will decrease water absorption. All storm drains empty directly into the waterway. It cannot accomodate all the extra drainage that will be necessary and increased amounts of oil, !
fertilizers, pesticides and other pollutants will certainly affect its sensitive habitat.

FUTURE: The neighbors would like to be involved in the future of this sensitive land. They have created the Seacon Park Neighborhood Association with a vision for this land that includes: riparian restoration, open space, natural park, community garden p;ots, a few wisely placed homes and playground.

ACTION: As private citizens and representitives of recognized community organizations, please call and write the city councilors 682 5010 and the city planning department 682 5068 and ask that special consideration be given to lot # 16-04-35-4-0-02247 [Huling property]. Ask to continue to make every efort to

1] purchase the riparian corridor
2] not allow fill to be brought to the site [increased flood risk]
3] under no circumstances should East Santa clara Waterway be widened or disrupted.
4] Deny rezoning of AGT to RA
